Short answer. Since October 1, 2026, Meta charges WhatsApp Business API messages per message, and that now includes service messages: the free-form replies a business sends inside the 24-hour customer service window, after the first 1,000 free ones each month per phone number. Prices depend on the customer's country. A service reply costs USD 0.0008 to a customer in Colombia, USD 0.0085 in Mexico, USD 0.0113 in the 15 "Rest of Latin America" markets (Ecuador, Costa Rica, Guatemala, Panama, Uruguay and others), USD 0.02 in Chile, USD 0.026 in Argentina and USD 0.03 in Peru. Marketing templates cost between USD 0.0125 (Colombia) and USD 0.0889 (Chile). Messages your customers send you are free. Four rules that change the bill
- Service replies are now charged. Since October 1, 2026, Meta charges free-form replies inside the 24-hour window, which used to be free.
- The first 1,000 service replies each month are free, per business phone number. They don't roll over, and they don't apply to templates.
- The customer's country sets the price. A company in Mexico answering a customer in Peru pays Peru's rate.
- Click-to-WhatsApp ads open a free window. When a customer writes from a Meta ad on Facebook or Instagram and you reply within 24 hours, a free entry-point window opens that, according to Meta, "may remain open for up to 7 days".
Meta also publishes the rate card in local currencies, including Mexican, Colombian, Argentine and Chilean pesos, Peruvian soles and Brazilian reais; the table that applies is the one in your account's billing currency. For volume, utility and authentication templates have tiered discounts; in the markets we checked (Argentina, Chile, Colombia and Rest of Latin America), utility discounts start above 100,000 messages a month (5 %) and reach 25 % above 30 million. Service and marketing messages have no volume tiers.
What a month costs: examples
The same 9,000 service replies in a month, with the first 1,000 free (source: Meta's USD rate card, effective October 1, 2026):
| Customer's country | Calculation | Monthly cost |
|---|---|---|
| Colombia | 8,000 × USD 0.0008 | USD 6.40 |
| Mexico | 8,000 × USD 0.0085 | USD 68.00 |
| Rest of Latin America | 8,000 × USD 0.0113 | USD 90.40 |
| Chile | 8,000 × USD 0.02 | USD 160.00 |
| Argentina | 8,000 × USD 0.026 | USD 208.00 |
| Peru | 8,000 × USD 0.03 | USD 240.00 |
The same workload costs 37.5 times more with customers in Peru than in Colombia. A campaign of 2,000 marketing templates costs USD 25 in Colombia and USD 177.80 in Chile.
How to pay less
- Answer in fewer messages. After the free 1,000, every "one second, please" is a paid message. One complete answer replaces three short ones.
- Reply with free-form text inside the window, not templates. The 1,000 free messages only apply to service messages; a utility template inside the window is charged from the first one.
- Let the customer start the conversation. A conversation the customer starts is paid at the service rate; one you start with a marketing template costs up to 15 times more per message, depending on the country.
- Use Click-to-WhatsApp ads from Meta for acquisition: the free window covers your replies for up to 7 days.
- Make sure your account has a payment method. Without one, Meta delivers the first 1,000 free service messages of the month and then stops delivering.

What to do next
- Mostly inbound support: measure how many replies each conversation takes; that number drives your bill in Peru, Argentina and Chile.
- Running campaigns: your cost is in marketing templates; segment, and favor conversations the customer starts.
- Customers in several countries: budget by the customer's country, not yours.
- Want an agent that answers WhatsApp in fewer messages: ContactShip plans start at USD 49 a month (Starter), USD 150 (Pro) or USD 799 (Growth), with a 7-day free trial; message our agent to see it work.
- Need the local-currency tables: our Spanish guides have them for Mexico, Colombia, Argentina, Chile, Peru and the rest of Latin America.
