A service reply, the free-form answer a business sends inside the 24-hour customer service window, costs MXN 0.1565 (USD 0.0085) from the 1,001st of the month per business phone number; the first 1,000 are free. Meta publishes one rate card per billing currency. If your WhatsApp Business account pays in Mexican pesos, the MXN card applies; if it pays in dollars, the USD card applies. The two columns are separate official tables, not a currency conversion we made.
The four categories, in plain words
- Service: any free-form message you send while the customer service window is open. The window opens, and resets, every time the customer writes to you, and lasts 24 hours.
- Utility: a template tied to something the customer already did or asked for, such as an appointment reminder or an order update.
- Authentication: a template with a one-time code to verify a login or a transaction.
- Marketing: any other template, including promotions and messages to bring a customer back. Meta reviews the category; a reminder with a promotion inside is classified as marketing.
Outside the 24-hour window, a business can only write with an approved template.
Rules that change the bill
- The first 1,000 service replies each month are free, per business phone number. They don't roll over, and they don't apply to templates.
- The customer's country sets the price. A company in Monterrey answering a customer in Colombia pays Colombia's rate; a company in the United States answering a customer in Mexico pays Mexico's.
- Click-to-WhatsApp ads open a free window. When a customer writes from a Meta ad on Facebook or Instagram and you reply within 24 hours, a free entry-point window opens that, according to Meta, can stay open for up to 7 days; while it is open, Meta doesn't charge marketing, utility, authentication or service messages.
- No payment method, no delivery. Without one, Meta delivers the first 1,000 free service messages of the month and then stops.
What changed on October 1, 2026
- Marketing went up about 30 % in dollars, from USD 0.0305 to USD 0.0397 per template. A campaign of 10,000 promotional messages went from USD 305 to USD 397.
- Service replies started being charged. Until September, every free-form reply inside the 24-hour window was free. Now each one costs MXN 0.1565 (USD 0.0085) after the first 1,000 of the month.

What a month costs: examples in MXN and USD
| If you send in a month… | MXN | USD |
|---|---|---|
| 1,000 service replies | Free | Free |
| 3,000 service replies | 313.00 | 17.00 |
| 9,000 service replies | 1,252.00 | 68.00 |
| 500 utility reminders | 78.25 | 4.25 |
| 2,000 marketing templates | 1,459.60 | 79.40 |
Source: our calculation with Meta's MXN and USD rate cards, effective October 1, 2026. Service replies subtract the 1,000 free ones first: 9,000 replies are 8,000 paid × MXN 0.1565.
How to estimate your monthly bill
Use this formula with your own volumes:
Monthly bill = (service replies − 1,000) × 0.1565 + utility templates × 0.1565 + authentication templates × 0.1565 + marketing templates × 0.7298 (in MXN; use 0.0085 and 0.0397 for USD).
A worked example with a fictional dental clinic, Clínica Sonrisa, in Mexico City, in one month: 4,000 service replies, 600 appointment reminders (utility) and one promotion to 1,500 patients (marketing).
| Line | MXN | USD |
|---|---|---|
| 3,000 paid service replies (4,000 − 1,000) | 469.50 | 25.50 |
| 600 utility reminders | 93.90 | 5.10 |
| 1,500 marketing templates | 1,094.70 | 59.55 |
| Total to Meta | 1,658.10 | 90.15 |
Source: our calculation with Meta's MXN and USD rate cards, effective October 1, 2026. Replies to customers who came from a click-to-WhatsApp ad don't count while their free window is open.
The promotion is two thirds of the bill: in Mexico, a marketing template costs 4.7 times a service reply.
Volume tiers in Mexico
Volume discounts apply only to utility and authentication templates; service replies and marketing have no tiers. For utility, Mexico's list rate runs up to 1,000,000 messages a month:
| Utility templates a month | MXN | USD | Off |
|---|---|---|---|
| Up to 1 million | 0.1565 | 0.0085 | — |
| 1 to 5 million | 0.1487 | 0.0081 | 5 % |
| 5 to 10 million | 0.1409 | 0.0077 | 10 % |
| 10 to 20 million | 0.1330 | 0.0072 | 15 % |
| 20 to 40 million | 0.1252 | 0.0068 | 20 % |
| Over 40 million | 0.1174 | 0.0064 | 25 % |
Source: Meta, volume-tier tables in MXN and USD, effective October 1, 2026. Each tier starts at the next message: the 5 % rate applies from 1,000,001. For authentication, the first discount starts earlier, above 250,000 messages a month.
Mexico compared with the region
For a service reply, Mexico costs more than Colombia (USD 0.0008) and Brazil (USD 0.0068), and less than Chile (USD 0.02), Argentina (USD 0.026) and Peru (USD 0.03). For marketing, only Colombia (USD 0.0125) is cheaper than Mexico in Latin America. Source: Meta's USD rate card, effective October 1, 2026. How to pay less
- Answer in fewer messages. After the free 1,000, every "one moment, please" costs MXN 0.1565. One complete answer replaces three short ones.
- Reply with free-form text inside the window, not templates. The 1,000 free messages only apply to service messages; a utility template is charged from the first one.
- Segment marketing. At MXN 0.7298, a promotion sent to the whole base is usually the largest line on the bill.
- Acquire with click-to-WhatsApp ads from Meta when it fits: the free window covers your replies for up to 7 days.
